Summary:

This series documents the activities of the Boston Foundation's Persistent Poverty Project in outreach activities and internal administration. All subseries contain 5 ¼ inch diskettes; researchers should note that Archives staff was unable to check the contents of these disks.

A. Executive Staff documents the work of the Project's individual staff members, including executive directors Tony Wagner, Wendy Puriefoy, and Charlotte Kahn and Boston Foundation president Anna Faith Jones. This series reflects not only the Boston work of the Project, but also the wider involvement of the staff, including regular attendance at Rockefeller Foundation-sponsored conferences during the early 1990s which brought together all six Project cities. Records include correspondence, minutes, agendas, project histories, and clippings.

B. Strategy Development Group reflects the activity of the controlling group for the Project. The Group, also called the Strategy Design Group and most frequently referred to simply as the "SDG", was convened in 1990 to develop and guide the work of the Project. The Group was responsible for planning, data control, publications, committees, and retreats. The Group was also responsible for the overall design of the Project's work, including the focus groups and roundtables that took place in the early 1990s and formed the basis for much of the Project's subsequent work. Records include correspondence, minutes, agendas, memoranda, retreat packets, reports, member biographies, and contracts. Of particular note are the records of the assessment sessions which took place in the early 1990s evaluating the work of the Group to date; these sessions eventually resulted in the "Making Democracy Work" report and are documented through minutes, agendas, correspondence, and lengthy transcripts of the assessment sessions.

C. Conferences, Meetings, and Presentations reflects the efforts of the Project staff to bring the information being gathered by the Project to the general public. The Project was involved in a variety of conferences and meetings, including several of the Boston College-sponsored Citizen Seminars. The Project staff prepared briefings on their work for a variety of outside organizations, including Associated Grantmakers of Massachusetts, the Boston Housing Authority, and the Ford Foundation. Records include programs, correspondence, agendas, notes, presentation packets, and transcripts.

Summary:

This series documents the products, projects, and partnerships of the Persistent Poverty Project. The Project not only created its own working groups and publications, but was frequently invited into initiatives being worked on by other groups. The Project was the author of several publications, including In The Midst of Plenty, In Our Own Words, and To Make Our City Whole, as well as shorter publications like White Poverty in Boston and Single Parents and Poverty in Boston. Researchers should note that the Project often put out a shorter monograph version of its longer reports and that some of the summary material is in Spanish. One of the Project's main goals was to institutionalize poverty data and ensure that it was kept up to date. The Boston Children and Families database is the prime example of the Project's work in this direction. With the collaboration of Northeastern University and other Boston organizations, the Project aimed to systematize and make available a computerized database of material about Boston residents. This database was meant to be more flexible than traditional methods of data storage and presentation, enabling researchers to perform multiple searches over multiple fields and have the data presented in a variety of forms depending on the particular need. The database was intended to be updated periodically, expanding as time went by. The Community Building Curriculum was also a key project involving the development of a coalition and community building curriculum. This curriculum was designed to be presented to community members in a series of workshops, training people in skills such as holding meetings, facilitating discussions, being sensitive to ethnic differences, and other skills to support and promote community building by community members.

A. Projects. This subseries documents the activities of the Project, most of which aimed to make poverty data widely accessible. This goal was largely in response to a concern of the governing Strategy Design Group that poverty data be institutionalized and brought to the attention of the general public. This series also documents the Project's involvement in outside initiatives such as the Boston Empowerment Zone, meant to take advantage of a National Technology and Information Administration grant cycle to give money to reinvigorate urban areas through technology. The subseries also includes material from the Boston Consortium on Community and Technology which became two groups, the Community and Technology Working Group, and the Boston Community Building Curriculum. Records include meeting minutes, manuals, correspondence, grants, agendas, notes, and contracts. This subseries contains 5 ¼ inch diskettes; researchers should note that the Archives staff was unable to check the content of these diskettes.

B. Publications. This subseries documents the publications of the Project, including In the Midst of Plenty, In Our Own Words, To Make Our City Whole, and monographs such as Latinos in Boston, Life in Boston, and Single Parents and Poverty in Boston. Records include bound publication copies, press release material, summaries, and annotated drafts with notes from project directors and outside consultants including Hortensia Amaro, Wendy Puriefoy, and Charlotte Kahn. Researchers should note that some of the summary material is in Spanish.

C. Subject Files. This subseries documents the resources collected and used by the Project in the course of its activities, including reports and data analysis from the William Monroe Trotter Institute, other Rockefeller Foundation Project cities, the City of Boston, and Northeastern University. Records include reports, maps, graphs, charts, and statistics. This subseries contains 5 ¼ inch diskettes; researchers should note that the Archives staff was unable to check the content of these diskettes.

This series documents the involvement of the Boston Persistent Poverty Project with both local and national organizations. Local groups were often involved in data-gathering or data analysis for the Project or with publicizing the results of the Project's work. Larger national organizations, like the Annie E. Casey Foundation or the Urban Institute, gave grant funds to the Project and involved the Project in their own poverty initiatives via subcontracting or data-sharing. This series includes material from La Alianza Hispana, Associated Grantmakers of Massachusetts, the Annie E. Casey Foundation, the Ford Foundation, and the Rockefeller Foundation's Community Planning and Action Program. Records include conference packets, correspondence, newsletters, concept papers, reports, newspaper clippings, surveys, meeting minutes, and agendas.

Summary:

This subseries documents the activities of the Persistent Poverty Project through a variety of audio-visual material, including photographs, negatives, contact sheets, audio cassettes, microcassettes, reel-to-reel audio, VHS, and CD-ROM. Audio cassettes include focus group, Strategy Development Group, and steering committee meetings; Project retreats; and partial coverage of the Project's 1990 national conference "Developing Political Will," held in concert with the other Rockefeller Project cities. Photographic materials and VHS tapes document the events held by the Project, including the "Diplomas and Dreams" television panel discussions, the "Youth Take the Stand" focus group, and press coverage of the Persistent Poverty Project. Researchers should note that some audio-visual materials, particularly audio cassettes, are incomplete, have gaps, or are poor recording quality. Researchers should also note that the Archives staff was unable to check the content of the 5 ¼ inch diskettes in this series.
