Summary:

This series documents John A. Volpe's public activities prior to his first term as governor in 1960. The bulk of the material was generated during his term as Massachusetts Commissioner of Public Works and is composed mostly of administrative documents - reports, memos, plans - and correspondence. There is no clear delineation of materials generated during Volpe's five-month tenure as Federal Highway Administrator in 1956 and 1957, but there is considerable material devoted to the particulars of the Federal Highway Bill, a piece of legislation that was a major part of the Eisenhower administration's interstate highway program. Of particular note are records documenting the plans and actions of the Massachusetts senatorial and state delegations as the Federal Highway Bill was modified and finally passed.

Summary:

This series documents John A. Volpe's first term as Governor of Massachusetts. It is the largest series in the collection and contains records from every aspect of his administration. The patronage files are especially complete and offer a close look at the workings of state appointments during Volpe's tenure. The materials in this series are largely correspondence, reports, publications, and memoranda. There is also a substantial amount of material from the Massachusetts Government Printing Office, such as copies of proclamations, bills, and speeches.

Of particular note in sub series E. Patronage are the extensive files devoted to commissions, special commissions, housing, and health care. The housing and health care files are divided geographically, covering most municipalities in Massachusetts. Of particular note in sub series F. Subject Files is the emphasis on fiscal development and finance, governors' conferences, industry and commerce, law enforcement, legislative subject matters, the Metropolitan Transit Authority (MTA), public and highway safety, and transportation. The legislative materials include research for and drafts of many pieces of legislation, and also include correspondence relating to that legislation. The MTA materials focus on a strike and work stoppage in the first half of 1961, immediately after Volpe took office.

Summary:

This series documents John A. Volpe's second term as Governor of Massachusetts. The largest topic in the series is the three percent sales tax, the first in Massachusetts. Its development can be charted through press releases, news clippings, legislative research, and special messages to the legislature. Information on the sales tax can be found in Sub series F. Subject Files. This series also contains an unusually complete set of Volpe's daily schedules, giving particular insight into the day-to-day workings of the governor's office. The remainder of the series is comprised of correspondence, reports, publications, and memoranda.

Of particular note in sub series E. Patronage are the extensive files devoted to education, health care, and housing. The housing files are divided geographically, covering most municipalities in Massachusetts. In addition, there are concentrations of material concerning education, fiscal development and finance, and public works.

Summary:

This series documents John A. Volpe's third term as Governor of Massachusetts. It contains a particularly complete collection of press releases and other materials released by Volpe's press office, documenting the public face of his third term. The remainder of the material is made up of reports, memoranda, and publications. Summary:

This series documents John A. Volpe's tenure as Secretary of Transportation under President Richard Nixon. The bulk of the series is composed of Volpe's speeches, as many as four in a single day. The speeches are listed by date and location, and include the occasion or the addressees. Folder titles do not indicate the content of the speech. The collection of speeches also includes Volpe's congressional testimony.

The "Eyes Only" classification has been retained from the original filing scheme. At one time, it indicated a general need-to-know restriction, but was not a formal "classified" denotation. Records classified "Eyes Only" are primarily inter- and intra-departmental memoranda, discussing points of national transportation policy and decisions to be made. The substance of the policies and decision themselves are not documented in any depth.

Also of interest in this series is an exchange of correspondence between Volpe and his niece, in which they discuss mutually opposed views of the situation in Vietnam and its effect on American objectors.

Summary:

This series documents John A. Volpe's tenure as Ambassador to Italy under Presidents Nixon and Ford. The bulk of the series is composed of speeches; the remainder of the series comprises subject files which focus on both American organizations in Italy and private Italian service organizations. Volpe was ambassador during a period of growing Communist strength and civil unrest in Italy, but the material in this series does not touch on these political concern. A small amount of the material is in Italian.

Summary:

This series contains photographs documenting John A. Volpe's public service in Massachusetts, and one television recording introducing the first Nixon cabinet. Volpe was accompanied by a photographer on most, if not all, of his official duties. All swearings-in and presentations were photographed. Special appearances, VIP meetings, ceremonial occasions, and official encounters of all kinds are documented in this series. Volpe himself is in nearly every frame, posing with recipients of awards, visiting dignitaries and celebrities, members of honored organizations, and various constituents. The photographs are particularly useful in providing a comprehensive visual companion to the detailed documentation of public service found in the other six series of the collection.

Each sub series is organized alphabetically, with the exception of B. First Term as Governor (1960-1962) which is organized chronologically. Approximately half of the series is composed of black and white 8"x10" photographs. The remainder are 4"x5" negatives.
